Applicants who meet all the requirements of the "Basic Qualifications" can choose to receive further assessment based on the "Comprehensive Points System" or the "Achievement Points System". Each applicant can only submit one application at the same time, and can only choose to be evaluated according to one scoring system in the same application.

(1) Applicants must be 18 years old or above when submitting applications under this program.

(2) The applicant must prove that he or she and his or her dependents (if any) can independently afford the life and accommodation of themselves and their dependents (if any) while living in Hong Kong without relying on public assistance.

(3) Applicants must not have any criminal record or adverse immigration record in Hong Kong or elsewhere.

(4) Applicants must have good written and spoken skills in Chinese or English (oral Chinese refers to Mandarin or Cantonese).

(5) Applicants must have good academic qualifications, generally requiring a university degree awarded by a recognized university or higher education institution. In special circumstances, professional competence and/or experience and achievements as evidenced by good technical qualifications supported by supporting documentation may also be considered.
