Hong Kong High-End Talent Pass Scheme
Program Introduction The Hong Kong High-End Talent Pass Scheme (hereinafter referred to as "High-End Talent Pass") is a program that attracts high-end talents with rich work experience and high academic qualifications from all over the world to explore opportunities in Hong Kong. These high-end talents include high-income earners and graduates from the world's top universities. Approved applicants can bring their spouse and unmarried children under the age of 18 to settle in Hong Kong (hereinafter referred to as "dependents"). Application Requirements
Applicants who wish to apply to come to the HKSAR under the High Talent Scheme do not need to have found a job in the HKSAR at the time of application. They only need to meet the normal immigration requirements and will be allowed to stay in Hong Kong for 24 months without any other conditions of stay. Applicants may choose to apply for the High Talent Scheme under one of the categories listed in paragraphs (a) to (c) below:
(a) Applicants with an annual income of HK$2.5 million or above (or its equivalent in foreign currency) in the year immediately preceding their application (Category A applicants);
(b) a person who holds a bachelor's degree from a top 100 university in the world and has accumulated at least three years of work experience in the five years immediately preceding the application (Category B application); or
(c) Applicants who have been awarded a bachelor's degree from a top 100 university in the world within the five years immediately preceding their application but have less than three years of working experience (Category C applications); such applications are subject to an annual quota and are allocated on a first-come, first-served basis. In addition, Category C applications are not applicable to non-local students who have obtained a bachelor's degree from a full-time locally-accredited programme in the Hong Kong SAR.
Renewal conditions
Successful applicants (and their dependants) will generally be allowed to stay in Hong Kong for 24 months on their first visit without being subject to other conditions of stay. They may apply online for an extension of their limit of stay within four weeks before the expiry of their limit of stay. At the time of application, the applicant must have been offered an offer of a job that is usually held by degree holders or persons with good professional/technical qualifications, proven professional abilities and/or documented relevant experience and achievements, and the salary and benefits of the position must be at market level. If the applicant has established or participated in any business in the Hong Kong Special Administrative Region, he or she must produce documentary evidence of his or her business. If the application is approved, the applicant will generally be allowed to extend his or her stay in Hong Kong on a 3-3 year basis without being subject to other conditions of stay.
Applicants admitted to Hong Kong under the High Talent Scheme may apply for extension of stay under the Top Talent Stream if they meet the above criteria and the following conditions when submitting their application:
The applicant has been permitted to stay in the HKSAR for not less than two years under the Higher Talent Scheme; and the applicant’s assessable income for salaries tax in the previous year of assessment is HK$2 million or above.
